Palmetto State Rides / Willow is building a local scheduled transportation network for serious transportation operators, owner-operators, and small transportation businesses in South Carolina.

This is not a casual driver signup and not an Uber/Lyft-style personal-vehicle driver model. PSR/Willow is moving toward a business-to-business transportation partner model, where approved partner businesses may operate their own rides while Willow supports booking, scheduling, customer communication, QR profiles, ride coordination, rewards, and repeat-customer tools.

Important: PSR/Willow is looking for serious transportation partners, not casual app drivers.

Active ride participation may require your own business setup, proper commercial/chauffeur/livery insurance, approved vehicle, partner agreement, and any required South Carolina ORS/PSC compliance.

1) What This Model Is

B2B Scheduled Ride Coordination

PSR/Willow may coordinate scheduled rides with approved transportation businesses, owner-operators, or partner carriers.

When a ride is operated by a partner carrier, that partner business is responsible for the vehicle, driver, insurance, authority, and safe operation of the ride.

Customer-facing language may state:

“Ride operated by [Partner Carrier]. Booking and coordination powered by PSR/Willow.”

2) Why Partner With Willow?

Willow is designed to help serious transportation operators get booked, get remembered, and build repeat customers without having to build a full technology and marketing system from scratch.

The goal is simple: you operate your transportation business professionally, and Willow helps support the customer experience around it.

3) Partner Requirements

Requirements may vary depending on final ORS, insurance, and business-structure guidance. In general, approved partners should be prepared for the following:

  • Active business entity or willingness to set up a transportation business.
  • Proper commercial/chauffeur/livery insurance if required for your lane.
  • Any required ORS/PSC authority, vehicle setup, or plate requirements.
  • Clean, professional vehicle that matches an approved Willow ride lane.
  • Valid driver’s license and clean, safe driving record.
  • Professional customer service and clear communication.
  • Ability to follow Willow booking, timing, customer, and safety rules.
  • Agreement that Willow-generated customers stay inside the Willow booking system.
  • No side-booking or redirecting Willow customers outside the system.

5) Vehicle Standards

  • Clean title preferred. No salvage or rebuilt vehicles.
  • Clean, professional appearance inside and out.
  • Working A/C, heat, seatbelts, windows, locks, lights, horn, and wipers.
  • No strong smoke, pet, or food odors.
  • No visible body damage that affects professional appearance.
  • No unsafe modifications or excessively loud exhaust.
  • Phone mount and charger recommended.
  • Dashcam or in-car camera strongly recommended and may be required for safety and protection.

6) How Payouts Work

Partner payouts depend on the ride lane, customer price, PSR/Willow platform fee, payment processing, ride type, airport distance, tours, events, and any special quoted structure.

PSR/Willow is designed to keep customer pricing competitive while still giving approved partners clear payout expectations.

Tips, when available, are intended to go directly to the operating driver/operator.

Local Ride Pricing Position

PSR/Willow is not trying to be the cheapest ride option. The goal is to stay competitive with scheduled rideshare, Uber Comfort, and UberXL-style pricing while offering a better local scheduled ride experience.

7) Airport, Tours, and Special Rides

GSP airport rides may use normal time-block pricing to keep customer pricing competitive.

Regional airport rides, long-distance airport rides, tours, events, and custom transportation may use separate posted or quoted pricing.

PSR/Willow may adjust special ride payouts and pricing based on distance, time, deadhead, wait time, luggage, schedule difficulty, and partner availability.

8) Customer Protection and Brand Rules

Willow-generated customers must stay inside the Willow system.

  • Partners may not side-book Willow customers outside the system.
  • Partners may not redirect Willow customers to private payment links or personal booking pages.
  • Partners may not use Willow QR/profile tools to bypass Willow.
  • Partners may operate their own business independently, but Willow-generated customers and rides must remain inside Willow unless approved in writing.

Simple rule: Your own customers are your customers. Willow-generated customers stay inside Willow.

9) Limited Availability During Launch

PSR/Willow is a scheduled ride service. Availability may be limited during launch and based on approved partner coverage.

Early booking is recommended. If a requested ride cannot be covered, PSR/Willow may contact the customer with available options or alternate times.

We are looking for serious transportation operators, owner-operators, and business-minded applicants who want to build long-term local transportation value through Willow.

This is not a casual driver signup. Active participation may require business setup, proper insurance, vehicle approval, partner agreement, and any required South Carolina ORS/PSC compliance.

Partner applications are reviewed by invitation or direct request while PSR/Willow builds its launch network.

Partner approval does not guarantee ride volume, income, or immediate activation. Final approval may depend on insurance, ORS/PSC requirements, vehicle standards, partner agreement, and service-area needs.
